Correction
An Oct. 26 article on Page 9 incorrectly stated that the Philippines armed forces chief of staff, Fabian Ver, had been taking a stance independent of the government and had been considering running for president in 1987. In fact, the reference should have been to Defense Minister Juan Ponce Enrile.
