Sen. Charles Percy (R) of Illinois warned President Reagan that his latest proposal for deploying the MX missile faces trouble in Congress. He said he cautioned Mr. Reagan at a White House meeting that key Senate leaders believe the MX plan is in jeopardy unless it is coupled with a more flexible approach to arms control talks. Arms control was linked to the MX by a presidential commission last month. The President has asked Congress to approve the recommended deployment of 100 of the 10-warhead missiles in Wyoming and Nevada as an interim measure, pending production of a smaller, single-warhead missile known as the Midgetman.
