The Brazilian Congress voted to suspend nationwide municipal elections, due to be held in November, for two years. Earlier this year the military-led government allowed the formation of political parties for the first time since a 1964 military coup, but complex rules have prevented any party from being legally recognized. Opposition deputies say the government feared defeat in the elections.
