Teams of insurgents struck within Kabul and three other cities in coordinated attacks on Sunday聽in what Taliban are calling the insurgency's opening salvos of the spring fighting season.听

鈥淪ome days back the Secretary General of NATO [Anders Fogh Rasmussen]聽on his visit to Kabul said that the Taliban are not聽strong enough now,鈥� Zabihullah Mujahid, the Taliban鈥檚 main spokesman, told the Monitor in a phone interview from an undisclosed location. 鈥淭his was a clear message to him to show how strong we are, and they聽did not put serious attention to Afghanistan issue."

Fighters commandeered buildings near to the parliament and key foreign embassies, sending heavy gunfire and explosions into some of the most sensitive regions of the capital.听Full casualty reports are still pending, but the Ministry of Interior says that five people have been wounded thus far in the Kabul attacks.听The Afghan Ministry of Defense, meanwhile, says that its security forces have surrounded all the groups of Taliban fighters and brought the situation under control.听

The value of the Sunday Taliban attacks is more symbolic than strategic. Afghan security forces appeared to contain the situation聽without calling in for assistance from the American-led International Security and Assistance Force (ISAF). But by deploying small numbers of fighters to a variety of locations in Kabul鈥檚 diplomatic quarter, the Taliban has played to its own strength 鈥� of creating a sense of insecurity among the Afghan population, and generating headlines that will embarrass both the Afghan government and its Western backers.

The attacks come as the Afghan government and its Western backers signalled, again, their willingness to pursue negotiations with the Taliban. On Saturday, Salahuddin Rabbani was appointed to head Afghanistan's High Peace Council, a post left vacant by the assassination of his father.听Spectacular attacks, including Burhanuddin Rabbani's assassination, have pushed talks to the breaking point several times before. It remains unclear if today's attacks were designed as another spoiler for negotiations.听

鈥淭here is the possibility of fighting and considering talking at the same time, and I don鈥檛 think that this attack is a rejection of talks,鈥� says Martine van Bijlert, co-director of the Afghanistan Analysts Network in Kabul. 鈥淚t takes a long time to prepare an attack like this. I think the Taliban want to start the fighting season with a bang, and this is it.鈥�

鈥淚t鈥檚 specifically designed for grabbing headlines, without actually carrying out a fullout attack on these high profile targets,鈥� says Ms. van Bijlert. 鈥淭he key is for them to get into these abandoned buildings that are strategically placed, and start shooting, and create the impression that they are attacking.鈥�

There are reports that several more attackers were intercepted on the way to locations, she adds, but in the meantime, these attacks tend to 鈥渃lose down the city.鈥� For a group like the Taliban, which operates as a guerrilla group, with relatively light weaponry carried by individuals 鈥� rifles, rocket propelled grenade launchers, perhaps mortars 鈥� the Sunday afternoon attacks are perfectly suited for 鈥済iving the impression that Kabul is under attack,鈥� says van Bijlert. 鈥淲ith limited means, you can project something larger than you are actually capable of doing.鈥�

Fighting started near luxury hotel

In Kabul itself, Taliban teams started with a building near the new Kabul Star Hotel 鈥� a luxury hotel being built within the highly secure VIP area within central Kabul. Several embassies are within firing distance from the hotel, including those of Iran, India, Germany, Turkey, China, Japan, Britain, and France. Also within firing range are the US military鈥檚 Camp Eggers and the ISAF headquarters.

Simultaneously, Taliban gunmen snuck inside the Afghan Milli Bank branch near Parliament on the west side of Kabul. There are no reports of casualties, but several members of parliament took up weapons and fired back on the militants from parliament, according to parliamentarian Mohammad Naeem Lalai.

A third attack in Kabul took place against NATO鈥檚 military base in the eastern part of Kabul, along the road heading east to Jalalabad.

In Jalalabad, at the gate to the city's airport 鈥� where US troops are based 鈥� there are reports of a suicide attack. And Taliban gunmen are also reported to have attacked the governor鈥檚 house in Pul-e Alam, the capital of Logar Province, which borders Kabul Province to the south. Fighting is also reported in the capital of the southeastern province of Paktia.听

In an emailed statement, the Ministry of Interior says its forces identified and intercepted a car carrying explosives. 鈥淒uring the fight a [Toyota van] full of explosives聽was driving on the Darul Aman road and was recognized by the security personnel and was blown up,鈥� the ministry statement says.

Residents losing faith in security

Mohammad Rahim, a shopkeeper on Kabul鈥檚 Butcher Street, says he can鈥檛 understand how the Taliban were able to mount such an attack in Kabul itself.

"There is military and police everywhere on the streets of Kabul, they聽check cars coming to Kabul from provinces, but still these kind of massive attacks happen,鈥� Mr. Rahim says. 鈥淚t means that even the security people are helping them [the Taliban] or the police personnel are lazy in their jobs."

He says he has lost faith in the government and foreign forces to bring security聽in the country.

"Everyone in the leadership is just busy with corruption, foreigners聽are corrupt too. Just poor people are suffering because of insecurity and poverty,鈥� he says. 鈥淪ee how many poor and those people who work on streets would be killed today? I believe there will be a lot."聽

Chargul, a money changer, was standing along the road near the Iranian embassy when he heard the sound of gunfire near Charahe Zanbaq and 17th street of Kabul's upscale Wazir Akbar Khan neighborhood.

"After the shooting there was a big blast at first minute and then聽huge firing started,鈥� says Chargul, who uses only one name. 鈥淧eople just started to run to safe areas. All I could see was just some dust in the air."聽

Chargul thinks that a coordinated attack like the one that happened today is too complex for an ill-educated group of gunmen like the Taliban.

"Taliban originally came from madrasas [the religious seminaries],鈥� he says. 鈥淭hey have no idea about fighting. It is Pakistan who trains them and gives them plans for attacks."聽
