A handful of homegrown terrorists 鈥渉ave exhibited improved tradecraft and operational security and increased willingness to consider less sophisticated attacks, which suggests the HVE threat may be evolving.鈥�
During most of the past decade, most HVEs 鈥渄id not have the technical capability to match their aspirations.鈥� But in 2009, US-born 鈥渆xtremists鈥� who were trained overseas attempted 鈥渢wo mass-casualty explosive attacks鈥� on US soil.
As a result, intelligence officials 鈥渞emain alert to potential dynamics鈥� that could galvanize HVEs.
These include 鈥渁 series of events perceived to reflect an anti-Islamic bias,鈥� US military involvement in another Muslim country, and increased 鈥淗VE use of the Internet to share propaganda, form social or peer networks, or recruit others for attack planning.鈥�
