Oct. 8, 2015: The CEO of Volkswagen's American division, Michael Horn, appears before Congress to answer questions about the emissions scandal. He denies having previous knowledge of the software programs that beat emission detections, and denies that their use was a corporate decisions. However, when Rep. Tim Murphy, R-Pa., asks him if the software was designed and installed for "for the express purpose of beating tests," Mr. Horn admitted, "it was installed for this purpose, yes."
