Arkansas, Indiana, Louisiana, Mississippi, and Wisconsin all saw their jobless rates at a complete standstill year over year. Of those, Louisiana鈥檚 6.8 percent unemployment rate was the lowest in May 2013. But that number represents an increase over the past few months and a 0.4 percent increase from April to May of this year.
