Of the 3.7 million Somalis in need of humanitarian assistance, the worst affected 鈥 approximately 2 million 鈥 live in areas under Al Shabab鈥檚 control, and Al Shabab has refused to let foreign aid workers come into their areas. This has effectively halted aid operations in hard-hit drought regions of South Central Somalia. Donor nations also bear responsibility for a slow response, despite months of early famine warnings since the latter part of 2010.
