Obama: Christmas Day attack was a 'systemic failure'

In his second statement in as many days, President Obama today sharpened his administration鈥檚 response to the Christmas attack on a Northwest airliner.
鈥淎 systemic failure has occurred,鈥� he told reporters in Hawaii, where he is vacationing with family. 鈥淎nd I consider that totally unacceptable.鈥�
It鈥檚 a sharper tone than the one assumed by White House spokesman Robert Gibbs or Homeland Security Secretary Janet Napolitano, whose talking points in Sunday talk shows were: The system worked. The traveling public can be confident.
The president also set a Thursday deadline for preliminary findings on reviews of the terrorist watch list system and air travel screening, which were ordered after the attack.
These will tell us more, he said. 鈥淏ut what already is apparent is that there was a mix of human and systemic failures that contributed to this potential catastrophic breach of security.鈥�
Those failures include not getting the suspect鈥檚 name on a no-fly list: The father of the suspect warned US officials in Nigeria about his son鈥檚 鈥渆xtremist views,鈥� the president said. 鈥淭his information was passed on to the intelligence community 鈥渂ut was not effectively distributed.鈥�
Administration's new tone
Until now, members of the administration speaking publicly have made the case that there was not enough credible or derogatory information to move the suspect from a general list of some 500,000 people to a no-fly list of some 3,400 people.
鈥淵ou have to understand that you need information that is specific and credible if you鈥檙e going to actually bar someone from air travel,鈥� Secretary Napolitano told CNN's 鈥淪tate of the Union鈥� on Sunday.
Republican lawmakers blasted the administration鈥檚 early response.
鈥淚t underscores the lack of urgency we see in Obama administration and [Democrat-controlled] Congress with regard to those who wish to kill us,鈥� says Rep. Dan Lundgren (R) of California, a top Republican on the Homeland Security Committee, in a phone interview.
Congress gearing up
At least three congressional committees are planning oversight hearings on the incident early in the new year. Even before the attacks, lawmakers have been critical of missteps by the Obama administration on security issues. At a Dec. 9 oversight hearing about stopping terrorist travel, senators on both sides of the aisle blasted the Transportation Security Administration for posting a highly sensitive screening manual online for months.
鈥淭his was a serious breach because the manual includes information that could help terrorists to defeat and circumvent the TSA inspection process,鈥� said Sen. Joseph Lieberman (I) of Connecticut, who chairs the panel.
Had Congress been in session when the Christmas attack occurred, critics would have been even more deafening, says Ross Baker, a longtime Congress watcher at Rutgers University in New Brunswick, N.J.
鈥淭he president鈥檚 main antagonists aren鈥檛 in town, which allowed the administration to get through this with much less damage than had this occurred three weeks ago,鈥� he said.
