DARPA officials estimate that only 1 to 5 percent of the 鈥渟urface鈥 Internet is seen by most people. But criminal syndicates 鈥 such as human traffickers 鈥 operate in the 鈥渄ark net,鈥 which is any part of the Web not indexed by commercial services.
Now DARPA is developing 鈥渢he next generation of search technologies,鈥 called Memex, to 鈥渞evolutionize鈥 search engines.
