Secret German strategy leaked: Plans for peak oil

It鈥檚 somehow reassuring the German government has planning in place in the event of peak oil and the potential global oil shortages that would result. What鈥檚 less confidence-inspiring are the dire predictions Germany has made as to what will happen should a trickling oil supply leave world economies in a lurch.
A newly-leaked study 鈥 which Der Spiegel has confirmed is authentic 鈥 out of the Bundeswehr Transformation Center鈥檚 Future Analysis division 鈥 which advises the German military 鈥 paints a bleak picture of the post-peak oil world, including a complete market collapse and various forms of social unrest. The report was not meant to be made public in its current state, and likely would have been watered down by the Defense Ministry, but as it stands it鈥檚 chock full of catastrophic warning.
Here are seven anticipated global market failures and chain reactions as described by Der Spiegel:
- Oil will determine power 鈥 鈥il-producing nations 鈥grow to]鈥 in some cases even global leading powers.鈥
- Increasing importance of oil exporters 鈥 鈥溾 more aggressive assertion of national interests on the part of the oil-producing nations.鈥
- Politics in place of the market 鈥 鈥 supply crisis would roll back the liberalization of the energy market. 鈥淭he proportion of oil traded on the global, freely accessible oil market will diminish as more oil is traded through bi-national contracts鈥︹
- Market failures 鈥 鈥溾hortages in the supply of vital goods could arise鈥 as a result, for example in food supplies. Oil is used directly or indirectly in the production of 95 percent of all industrial goods. Price shocks could therefore be seen in almost any industry鈥
- Relapse into planned economy 鈥 鈥eak oil could lead to a 鈥減artial or complete failure of markets,鈥 says the study. 鈥淎 conceivable alternative would be government rationing鈥︹
- Global chain reaction 鈥 鈥溾ikely that a large number of states will not be in a position to make the necessary investments in time,鈥 or with 鈥渟ufficient magnitude鈥︹
- Crisis of political legitimacy 鈥 鈥he population could perceive the upheaval triggered by peak oil 鈥渁s a general systemic crisis.鈥 This would create 鈥渞oom for ideological and extremist alternatives to existing forms of government鈥︹
The potential breakdown as described would be pervasive throughout the global economy and in terms of shifting political influence and strategic alliances. Further, the report bluntly indicates there鈥檚 the distinct possibility that 鈥渆very market-oriented national economy would collapse.鈥 Yet, the problems predicted don鈥檛 even end with economic fallout鈥 the study also anticipates that groups unable to get by on reduced resources will, in some cases, end up in 鈥渙pen conflict.鈥
