Retired Army Gen. Vernon Walters will visit Guatemala to discuss US conditions for a possible resumption of military aid, ended during the Carter administration in a dispute over human rights. The State Department said General Walters, a former CIA deputy director, will visit Honduras, Panama, an d Guatemala May 13-17, but officials declined to give the exact purpose of his mission.
