Mortgage interest rates at closing, falling for the first time in more than three years, posted a record decline in June, the Federal Home Loan Bank Board reported Wednesday. The board said the effective closing interest rate on a conventional loan for a single home was 13.16 percent in June; rates hit a record peak of 14.01 percent in May.
